[Only registered and activated users can see links] (oswd.org)

• It’s one of the most trusted, if not the most trusted, resource of free designs.
• The resource contains 2080 designs, which are not classified into types and categories, but if you want to find something particular you can make use of advanced search form or by keyword.
• You can choose the type of validation of the template while searching.
• The designs look simple but convenient and functional. You can browse them all by date or by downloads.
• Before downloading you need to register.
• Terms of Use: each free design has its own separate from open source license which is chosen by the designer when it is submitted to the site. Upon downloading a design, you agree to use the design under its respected license. If you use a design from OSWD, a link back to OSWD.org is recommended, but not required.

Only drawback is that web templates are too simplistic.

Yeap, it is well-known resource, but frankly speaking they are very simple.

I visit this site regularly, the designs are really simple, but they are good to my mind.
