I have heard about a relatively new product in web design - Flex templates.
Could someone please explain what are they all about?

I only heard about flex cms flash templates by FlashMint.com. The main point is that the template is Flash-based, while the control panel is based on flex. Some users really prefer this flex admin panel due to its convenience and appearance.

Looks like they are ahead of others with Flex templates.

Flex templates are more user friendly, they reduce the need for hiring a wed designer to customize a template which has benn bought.
